Neboder is part of the complex of the Croatian Cultural Centre ( Hrvatski kulturni dom ) and also its highest segment. The building is 14 floors high and dominates the central part of Rijeka , oriented towards the sea.
Due to its position and height of the hotel the view to the entire Kvarner Bay is exposed to the viewer's eye. Starting from the right side and gazing to the left – everything is like on the hand: eastern part of the Istrian peninsula and Učka, Opatija, Rijeka and then, further to the left, towards small towns of Kostrena and Kraljevica and the island of Krk.
The design of the complex, including the hotel building, was entrusted to the architect Josip Pičman, whose design was selected among 59 offered ones. The original design was created in a way that the building would stand out from the contemporaneous European architecture. However, this demanding construction project was not realised as planned. Instead, it faced a great deal of problems from the very beginning. It took builders more then ten years to complete it (from 1929 until 1939). Its name (neboder = skyscraper) reflects rivalry with the city of Rijeka.

Neboder is located on a small hill at the Sušak side of the city of Rijeka and as one of two skyscrapers in the city centre it may be seen from any place in the city. The access by car may be difficult to a certain extent due to the traffic regulation and, if arriving from the Rijeka centre (i.e. from the west), one needs to drive in the direction of the eastern exit from the city (towards Pećine and Split).
After pursuing along the left lane of this one-way street, the building of the Hotel Neboder is passed (seen from the left). After three hundred meters, a sharp turn has to be made to the left, which will lead the driver back to the centre through the Strossmayer's Street. The building will be easily visible and this time on the right side of the street.
Hotel Neboder has 54 standard and superior rooms mostly with balcony and panoramic view to Rijeka and Kvarner Bay. All rooms are equiped with direct telephone line, internet access, SAT TV. Superior rooms are air conditioned as well as all public areas in hotel.
The hotel guests may use a small parking lot in the vicinity, for which the keys need to be obtained at the hotel reception.
